Because of the colorful boats and the scenic view with the cherry blossoms, I knew a reverse image search would give me the results I was looking for. Sure enough, the first result was from “Go Tokyo: The Official Travel Guide,” and it featured Chidorigafuchi Moat with pictures of cherry blossoms and boats.
It is on this website where we find the answer to our first question about the general location of the picture: Chiyoda City, Tokyo, in Japan. I used this information and matched the location using Google Earth, as seen below.
Now that we have a positive match of the location, we know the picture was taken in Chidori-ga-fuchi Park. A quick Google search on boat events hosted at this park took me to the Chiyoda City Sakura Festival.
Finding the festival on this website also gave us a time frame: March – April. Now the last thing left is to find the specific location from where the picture may have been taken. Using the location I used before to match the pictures, we can guess that the picture was taken close to these coordinates: 35°41’26″N 139°44’51″E. Image below shows estimated location.
